Ukraine and France have signed a sweeping new defence agreement designed to strengthen Kyiv’s long-term air power and missile-defence capabilities. The pact was unveiled in Paris during President Volodymyr Zelenskyy’s visit on November 17, 2025. French President Emmanuel Macron described the moment as “historic and necessary” as Ukraine continues to defend itself against Russia’s full-scale invasion.

🛫 A Major Step: Fighter Jets, Defences and Training

Under the new framework, Ukraine could receive up to 100 Rafale fighter jets along with a wide range of supporting equipment. This includes SAMP/T air-defence systems, long-range radars, air-to-air missiles, precision bombs and other technologies crucial for modern air combat.

The Rafale jets, known for their advanced targeting, agility and multi-role capabilities, would significantly improve Ukraine’s air power. French officials explained that deliveries will roll out in phases. Some aircraft may come from French military stock, while others might be produced specifically for Ukraine.

Training is a major part of the agreement. Dozens of Ukrainian pilots and engineers will travel to France in the coming months. They will study Rafale operation, maintenance and tactical deployment. France also plans to support the building of new hangars, logistics hubs and cybersecurity facilities in Ukraine, ensuring the jets can operate safely and efficiently.

For Ukraine, the deal represents a long-term investment in national defence. Since the start of Russia’s invasion, Ukraine has relied on a patchwork of Western systems. This new partnership offers a more stable foundation, with equipment from a single manufacturer and coordinated training.

The pact also reflects a broader European shift. France and the United Kingdom are working to assemble a coalition of more than 30 nations to support Ukraine once a cease-fire is reached. Their shared goal is to prevent Russia from regrouping and launching future attacks. France believes strong Ukrainian air power is central to that plan.

Ukraine’s air force has faced enormous challenges as Russia intensifies missile and drone strikes. Critical infrastructure, power plants and housing blocks have all been targeted. The addition of Rafale jets and SAMP/T systems could make a major difference by improving interception rates and expanding surveillance coverage.

Macron stated that Europe must “take responsibility for its own security,” especially as global tensions rise. The deal also sends a message to allies and adversaries: Ukraine’s defence will remain a long-term priority in European security planning.

Zelenskyy thanked France for its “unwavering commitment,” saying the agreement strengthens Ukraine’s defensive shield and deepens trust between both nations. He added that the jets will help protect civilians and support future stability.

As the conflict continues, the France-Ukraine defence pact stands as one of the most ambitious agreements Kyiv has signed with a Western partner—one that may reshape its military strength for years to come.
